MLB commissioner: No DH or draft changes likely for 2019

A universal DH was formally proposed by the Major League Baseball Player's Association (MLBPA) in response to the league's continued push for pace-of-play changes.

The universal DH makes a lot of sense here, as the National League is now at a massive disadvantage when it comes to luring older free agent hitters that can still swing it but can no longer play the field.

Larger issues such as the DH and changes to the amateur draft will be for talks to determine the next collective bargaining agreement.

Many of these rule changes, such as the universal DH and the three-batter minimum for pitchers, are to promote offense, while the single trade deadline and expansion of rosters should help to increase fairness within the game-picking up additional pieces just before the home stretch in August, like Justin Verlander, will no longer be tolerated.

Manfred also said that he hopes free-agent stars like Bryce Harper and Manny Machado can reach deals before training camps begin next week. When the DH rule is not in play and pitchers are required to bat, it makes for a much more strategic style of play that includes sacrifice bunting and a more selective use of the bullpen. Manfred can, at the very least, unilaterally impose a pitch clock this year if he wants to since he proposed it last year. "I wish they were signed and ready to go". "I think what needs to be sorted out are how closely the two agendas are tied, the economic stuff and on-field stuff". We've got another week before they have to report. "I think we still have to discover how maybe young pitchers find out how they can get out of trouble instead of going to rescue them when they get in trouble".

Manfred is still focused on rule change proposals centered around speeding up the game for the fans.

"Repeated pitching changes obviously take a lot of time", he said.
