The light aircraft was discovered on Sunday on the seafloor of the English Channel off the coast of Alderney, almost two weeks after it disappeared.
The Air Accident Investigation Branch (AAIB) yesterday confirmed a body is visible in the wreck, which is about 67m deep.
"Tragically in video footage, one occupant is visible amid the wreckage".
Mr Mearns, who has been in close contact with the Sala family, welcomed the decision by the AAIB to attempt to recover the body.
It was found by a sea search vessel paid for by Sala's family on Sunday and a small submarine with an HD camera confirmed it was the Piper Malibu that disappeared over the Channel Islands two weeks ago.
The fuselage, identified by its registration, was found on Sunday.
Means stated that he was no longer involved in the operation, with British authorities having taken over following the discovery of the wreckage , but did offer some insight into how the bodies would be recovered. "In challenging conditions, the AAIB and its specialist contractors successfully recovered the body previously seen amidst the wreckage".

But Sala's family launched a crowd-funding campaign for a private search, which raised over 300,000 euros.
It came just two days after cushions from a plane were found on a beach near Surtainville in Normandy, France, directly east of Guernsey where the plane disappeared from radar.
"Regardless of the results, we will not be making a further statement until the families have been informed", it said.
"Had that not happened, I don't think anybody would have searched for the plane", Mearns said.
"We can think that the plane did not make a fall, but rather that the pilot, perhaps following the engine stop, tried to land, which is obviously very hard to do", he told Bouchard.
He said that if he had not allowed Sala to return to his old club to say goodbye to his former teammates and put his beloved dog in kennels "he would still be with us".
