Two Koreas to begin joint railway survey this week

Seoul offered on Monday to start the survey later this week, but Pyongyang has not responded. But the two Koreas moved to defrost their relations this year, clinching a comprehensive military agreement at their summit in September in Pyongyang aimed at defusing military tensions around the heavily fortified border.

The project has faced delays over concerns it could violate United Nations sanctions imposed on the North over its nuclear and missile programmes.

It will be the first time since 2007 a train from the South will enter North Korea.

"So in areas where UNESCO works, which aren't subjected to sanctions, we can push ahead quickly and with determination", said a UNESCO source.

The US has been adamant pressure and sanctions must be maintained on Pyongyang until it fully dismantles its weapons programme.

Despite apparent flexibility on sanctions, the USA remains guarded.
