A government official familiar with the plan says now that Mexico's presidential election is done, Ottawa wants to restart talks as soon as possible, even though Trump says he won't sign a new deal until after us voters go to the polls in November.

Following his overwhelming majority win, Mexico's president-elect Andres Manuel Lopez Obrador said he supports reaching a deal on renegotiating NAFTA with the United States and Canada. Trump says the WTO has allowed the United States to be taken advantage of in global trade.

After the election, Lopez Obrador said he'll propose that his own team of experts be included in the trade talks.

But with Trump's inflammatory rhetoric, Canada's retaliatory tariffs against the USA and a leftist, anti-establishment Mexican president about to join the fray, there are some who believe any North American Free Trade Agreement talks may be in long-term limbo.

Trump initially granted Canada, EU members and other nations exemptions on the metal tariffs - 25 percent on steel and 10 percent on aluminum.

Trudeau's counter-tariffs take effect today - a month after the Trump administration slapped duties on USA steel and aluminum imports from Canada and other allies. The list of more than 250 U.S. goods subject to Canadian duties - including Florida juice, Wisconsin toilet paper and North Carolina gherkins, which are labor intensive to produce - aim to pressure Trump supporters key states in November's USA midterm elections. These are all factors that point to a stalemate, said Moshe Lander, an economist at Concordia University.

"I think we'll get through this".

Trump's tweet , however, mentioned no time frame for the additional 2 million barrels - whether it meant per day or per month. Mr Trump took another swing at his European allies saying they dealt unfairly with the USA over trade.

Trudeau had been working closely with Pena Nieto on NAFTA and spoke with him about the deal just ahead of the elections on Friday.

"The two leaders agreed to stay in close touch on a way forward", according to the prime minister's office.

At the time Trudeau said it was necessary to hold the United States accountable for its actions.

Speaking on CBC News Network's Power & Politics Tuesday, Agustin Barrios Gomez said Canada needs to understand that Canada is living in a new world where the friendship that bound it to its southern neighbour "no longer is currency with the current administration" in Washington.

Sanders said that the tactic has only hurt American workers.
