"During play of the 13th hole Phil Mickelson made a stroke on the putting green at the time his ball was moving", a USGA statement about the incident read.
He missed a bogey putt before running after his still-moving ball and hitting it back towards the hole before it could run off the front of the green.
John Bodenhamer, the United States Golf Association's senior managing director of championships and governance, said Mickelson was penalized two strokes under Rule 14-5, which addresses a player hitting a moving ball.
Mickelson went on to shoot a round of 81 and sits third last of those that made the halfway cut on 17-over par.
