"During play of the 13th hole Phil Mickelson made a stroke on the putting green at the time his ball was moving", a USGA statement about the incident read.

He missed a bogey putt before running after his still-moving ball and hitting it back towards the hole before it could run off the front of the green.

John Bodenhamer, the United States Golf Association's senior managing director of championships and governance, said Mickelson was penalized two strokes under Rule 14-5, which addresses a player hitting a moving ball.

Mickelson went on to shoot a round of 81 and sits third last of those that made the halfway cut on 17-over par.

Shinnecock Hills has been ripping apart the world's best players all week and it all must have just gotten to Mickelson.

It's another chapter in the saga of Mickelson at the US Open - the only major tournament missing from Mickelson's resume and one in which he's finished runner-up six times.

According to the body, it was not relevant to apply golf rule 1-2 which says a player "must not take an action with the intent to influence the movement of a ball in play".

The flamboyant Daly, however, was already considered unpredictable, whereas Mickelson's reputation as American golf's golden man has been cultivated over nearly three decades of exemplary behavior on the course.

However you look at it, it was the kind of thing a 5-year-old does on a bad hole on a miniature golf course.

"If somebody is offended by that, I apologize to them but toughen up".
